We have published a new Scottish Procurement Policy Note, SPPN 3/2021 which advises public bodies how to implement Fair Work First (FWF) criteria in their procurements.

For procurement processes commencing on 1 April 2021, public bodies are expected to apply the 5 FWF criteria, if relevant and proportionate to the procurement exercise. The 5 FWF criteria are:

 

  • Appropriate channels for effective voice, such as trade union recognition;

  • Investment in workforce development;

  • No inappropriate use of zero hours contracts;

  • Action to tackle the gender pay gap and create a more diverse ad inclusive workplace; and

  • Providing fair pay for workers (for example, payment of the real Living Wage).
