Information & Support

Below see useful information relating to Public Contracts Scotland and public sector procurement in general.

EU Exit

The UK has left the EU and the transition period comes to an end at 11pm on 31 December 2020. While this will result in some technical changes taking place, the procedures and processes of advertising and awarding public contracts will not fundamentally change and all users should continue to use Public Contracts Scotland as they do now.

From 1 January 2021, relevant references to the EU and EU procurement legislation will either be updated or removed from the Public Contracts Scotland site where appropriate. This will be an ongoing process undertaken during the early part of 2021.

EU Thresholds

The European public contracts directive (2014/24/EU) applies to public authorities including, amongst others, government departments, local authorities and NHS Authorities and Trusts. The directives set out detailed procedures for the award of contracts whose value equals or exceeds specific thresholds. Details of the thresholds, applying from 1st January 2020 are provided. Thresholds are net of VAT

Forward Plan

The forward plan provides information on potential collaborative opportunities from public sector buying organisations in Scotland which may be advertised over the next 12-18 months. These give you, as a supplier, advance notice of collaborative opportunities that may be offered by the public sector in the future - so that you can plan accordingly. You should be aware that when a public sector organisation includes details of a requirement in the forward plan, it does not necessarily mean that an opportunity will be offered in the future or within the timescales indicated. LIVE FRAMEWORKS For live frameworks, the end date specified is exclusive of any extension period unless otherwise stated. The names of the Framework contractor(s) have been included for transparency in relation to possible sub-contract opportunities.
